Naidu Duo Used ‘SuperPM’ Modi To Bypass Cabinet On Polavaram Ordinance!?

Even as there is an all round confusion on the whether or not Narender Modi’s 1st cabinet meeting discussed the Polavaram Ordinance, media reports suggest the Ordinance already made it to the President. Law Minister Ravi Shankar Prasad said in his press briefing after the cabinet meet that they didn’t discuss the Polavaram ordinance. The NDA is operating with utmost secrecy around the ordinance that will change boundaries of 2 states of Indian union and displace lakhs of people from their homes in Telangana. It is understood that pulls and pressures of it’s top ministers from Andhra are the reason for this. Whatever maybe the motive, there are only 2 possibilities of what could have happened with the Ordinance- either the law minister was lying or the cabinet itself was bypassed by PMO while issuing the Ordinance.

But what is to be discussed here are the constitutional norms. How can the PM bypass his cabinet? Even if we assume for a minute that the erstwhile UPA has drawn up an Ordinance, about which there is no public knowledge, it is imperative the new cabinet discusses it. In fact, the Cabinet Secretariat on May 20th laid down the process to take forward the pending bills in a memo. In this memo, that can be seen in this post, it is clearing mentioned all Ordinances, even those promulgated by President, are to be placed before the new Cabinet. It may be pertinent here to note that Jairam Ramesh, the erstwhile Minister in UPA who was the mastermind behind the idea of this ordinance in previous Govt. met with NDA ally TDP chief Chandrababu 2 days before and discussed what he said ‘bifurcation issue’. This makes us believe there is a concerted covert action in pushing the Ordinance through the PMO. Even now, after TRS called for a bandh in Telangana, the Modi Sarkar refuses to either acknowledge or deny about the ordinance. They are expected to promulgate it only after the President signs it and pat themselves on their back on the job well done in deceiving the people of Telangana.
