-ఎన్ వేణుగోపాల్ అంతరాల వ్యవస్థలో పాలకులు కావాలంటే న్యాయబుద్ధీ, మానవత్వమూ వదులుకోవలసి ఉంటుంది. ఏ విధానమైనా, ఆచరణ అయినా వ్యవస్థలో కొన్ని వర్గాలకే లాభదాయకంగా, మరికొన్ని వర్గాలకు నష్టదాయకంగా ఉంటాయి గనుక ఏ విధానాన్నీ న్యాయబద్ధంగా వివరించడం సాధ్యం కాదు. కొన్ని వర్గాలకు జరిగే నష్టాన్ని విస్మరించడానికి మానవతాదృష్టినీ వదులుకోక తప్పదు. అందువల్లనే ‘తటస్థంగా కనిపించే సూత్రబద్ధ, హేతుబద్ధ, చట్టబద్ధపాలన’, ‘ఎక్కువమందికి ఎక్కువ మంచిచేసే కార్యక్రమాలు’ అనే సూత్రాలు ఆధునిక పాలనలోకి వచ్చి చేరాయి. మహాఘనత వహించిన భారత పాలకులకు మాత్రం ఆ హేతుబద్ధత చట్టబద్ధత అన్నా, బహుజన హితాయ అన్నా కంటగింపు. వారికి కావలసింది తమ ఆశ్రితుల ప్రయోజనాలు. అవి ఎంత మోసపూరితంగా సాధించినా ఫరవాలేదు. పిడికెడు మంది తమవారికోసం కోట్లాది బహుజనులను మోసగించినా, చంపివేసినా ఫరవాలేదు. ఈ న్యాయబద్ధత లేని, మానవత్వం లేని భారత పాలకవర్గ విధానాలకు నిదర్శనం కావాలంటే పోలవరం ప్రాజెక్టుకు మించిన ఉదాహరణ మరొకటి ఉండబోదు. సమాజం చేత ఆ విషగుళికను మింగించడానికి సాంకేతిక వ్యవస్థలతో, న్యాయవ్యవస్థలతో, చట్టసభలతో ఆడించిన నాటకాలు మన కళ్లముందర సాగుతున్నాయి. పోలవరం ఉదంతం పాలకుల దుర్మార్గానికి మాత్రమే కాదు, ...
