The Group of Ministers on Telangana will submit its report on creation of the new State, by bifurcating Andhra Pradesh, before the winter session of Parliament, Union Home Minister Sushilkumar Shinde said on Friday. But the Minister, who heads the high level panel, refused to give any time frame by when Telangana would be created. “There is a process [of creating a new State] ….
