Second Big Blow To AP On PPAs – SRLDC Tells AP To Back Off!

The Southern Regional Load Despatch Centre Tuesday directed the AP government to stop itself from drawing more power, from the grid, than it was using till June 2, till the Centre resolved the power purchase agreements (PPAs) row.

Both Telangana and AP lodged complaints with the Centre over power sharing issue and the Centre directed the SRLDC to resolve the same. The SRLDC held a meeting with energy officials of both the States in Bangalore. The SRLDC decision is the second big blow to AP, which faced a similar rejection from the ERC.

The AP Govt unilaterally declared the PPAs between AP and Telanagana DisComs are null and void and proceeded to draw more grid from the southern grid than what it was allotted through the AP ReOrg Act. It even stopped sharing the power production details with SRLDC which effectively put the southern grid at the risk of collapse. Shocked SRLDC escalated the matter to Centre which scheduled this meeting to hear it’s arguments for taking those extreme steps. AP’s contention is that power plants located in the State should serve it alone and not Telangana as decided during bifurcation of the State. It called power distribution on the basis of consumption ‘unjust’ and demanded that it be reviewed. The argument didn’t cut any ice with SRLDC which clearly told the AP officials they can’t act unilaterally in such matters where many States are bound to be affected with it’s approach to the grid. It instructed AP to back off from any deviations from what was agreed during bifurcation. It is for the centre to take a call on changes, if any, that need to be done to power allocation as followed till now. AP should now follow the existing order and honour the power distribution ratio of 53.98 percent to Telangana and 46.11 to itself.

SRLDC officials conveyed in the meeting that when cutting off power supply to one area, there would additional load on another region, which has to provide back-up for the region which lost power. They said the grid is getting sudden jolts due to power imbalance and this can lead to a grid failure. So any deviations should be avoided and a grid discipline is must for smooth functioning, they said AP officials. AP Officials said they would take up the matter with the centre with their arguments.
