How CM Kiran Kumar Reddy distorted Ex-MP HC Heda’s facts of 1950s on Telangana Statehood!

CM Kiran Reddy speaking in the assembly today has conveniently distorted what late Sri Harish Chandra Heda, Ex Member of Parliament, Nizamabad told in the context of Andhra and Telangana. Here are the extracts from his book written in 1955 -’Telangana State’.

    I. Agricultural economy:

1. Net sown area in Telangana is 1,21,05,000 while in Andhra 1,51,60,000. Comparatively Tg. have access to a much bigger area for cultivation.
Andhra has 46,22,000 irrigated area where as Tg. 18,19,000. In other words percentage of irrigated to cultivated area in Andhra is 30% while in Tg. 15%.

    II Industrial:

1. Industrial growth as compared to Andhra appears phenominal in Tg. there are hardly any factories worth in Andhra while in Tg good number of them. That is why Tg have got more urban population than Andhra in spite of greater percentage of educated in Andhra.
The urban population in Tg. would be 20.4% while in Andhra is 15..54%
2. Among main industties Tg. got coal in mining sector. Last year production was 3131 thousand tons with a value of 287 lakhs

3. We had more than 44000 workers in the factories. While in small scale and cottage industries more than 5 lakhs workers are employed.

4. Practically every alternate village in some areas has got a bidi factory.

5. We have biggest Sugar factory in India at Bodhan wich produced last year 4243 thousand tons of sugar.

6. In paper industry Tg. already made name in India. Last year production was 255 thousand cwt. of paper.

7. In electricity last year production was 61,769 KW

8. Few good glass factories producing last year 1684 tons of glass

9. The production of fertilizer and bone meal was value of 69 lakhs.

10. We have engineering industries in the shape of Allwyn, Pragatools and others.

11. Besides, this area contains following Factories:

3 factories of paints and varnishes, 2 soap factories ,27 tanning factories,12 factories of cotton textiles,8 factories of chemicals,21 aluminium factories,10 iron and steel smelting factories,26 general and electrical factories,3 foot wear and leather manufacturing factories,1 Petroleum refining factory,17 sawmills,6 wood ware,

7 Tea manufacturing factories , 84 Tobacco products factories, 45 printing factories,2 hosiery and knitting factories.,24 cotton ginning and pressing factories, 3 silk and artificial silk factories,33 automobiles and coach building factories, 2 railway and reparing workshops,1 arms and ammunition and explosive factory,2 factories of aircraft assembling and repairs,1 wheat flour mill,155 rice mills,3 buiscui making factories, 3 distilleries and breweries,1 starch factory,131 vegetable oil factories, 89,224 handlooms, 1 machine tools factory,1 rayon factory,1 fertilizer factory and many other small factories of different commodities.

III. Trade and Commerce:

In Commerce and Trade Telangana does not lag behind. Its rather ahead of Andhra. The sales tax available to Telangana is to the tune of Rs.207 lakhs, which would explain the position. The sales tax receipts of Andhra are not available.
The number of regulated markets in Telangana. is 34 and its turn over last year was 1811 lakhs. The number of Co-operative banks in tg. 778 with a share capital of 90 lacs.and with working capital of 349 lakhs.the number of agriculture cooperative societies is 6434 with a share capital of Rs.116 lakhs and working capital of 548 lakhs.
From the above it is clear that we were far more advanced in both the sectors of trade and industry.

Revenue of Telangana:

1. Total Revenue Receipts of Telangana for the year 1954-55 are over Rs. 14 crores. This is so far tax revenue is concerned. Even though Andhra is nearly double to Telangana. the tax revenue is only 15.47 crores.

2. The non Tax revenue of Telangana (then proposed area out of total Hyderabad state) is 485.62 lakhs. In short Telangana revenue is not less than 19crores.(Tax plus non Tax revenue

3. for Andhra total revenue receipts for same period 1954-55 is only 21.03 crores. Or in other words Telangana per capita Sate revenue is Rs. 16.9 while for Andhra is 10.25. So Telangana income according to the proportion is 60% more than that of Andhra.

4. The revenue expenditure for the total of Hyderabad State for 1954-55 Rs.29.1 crores and for the Telangana area it would come to Rs.17.20 crores.

5. Thus if we just take the 1954-55 budget latest, we will find that Telangana is surplus by Rs.1.83 crores when whole of Hyderabad was deficit by .25 crores. In other words,we have been spending about Rs.2 crores from Telangana over the other part of Hyderabad State.

6. If we compare the budgetary position of the Andhra State for the same period, what do we find ? The total revenue receipts of Andhra State for 1954-55 was 21.03 crores while total revenue expenditure was 24.02 crores. Thus the 1954-55 budget shows a deficit for Andhra to the tune of 2.99 crores. This is not a small deficit.

7. For Telangana Capital outlay is 5.902 crores the surplus is 1.83 crores. Thus Total Surplus for Telangana in 1954-55 is to the tune of 7.73 crores. In the same period in the AndhraCapital Outlay was 10.16 crores when the deficit was 2.99 crores. That means the net surplus was 8.17 crores

8. It’s a glaring fact that Telangana has more surpluses than Andhra.

Kiran lies need to be exposed…..he only presented part of the contents of HC Heda book.
